Mission vs System Requirements Governance
A. Mission Requirements (MISR) Governance Rules
How to manage duplicity of MISR. Use the following rules to reduce duplicity:
- Strict Structure must be followed
- Subject (The Mission)
- Action (shall enable / support / achieve)
- Object
- Constraint (if applicable)
- Identify the right Category and Subcategory for the MISR. When creating the requirement Category and Subcategory are attributes of each requirement. Category is part of the Requirements ID. Subcategory is optional and is attribute of the requirement which can be changed after requirement is created.

Unstructured requirements shall NOT be accepted.
B. Mission Requirements vs System Requirements
Mission Requirements define the external capabilities the system must deliver.
Stakeholder Needs + Mission Context (operational context, business objectives) → Mission Requirements
System Requirements define what the system must do to satisfy the Mission.
Mission Requirements + Operational Scenarios (CONOPS) + Constraints (Safety / Regulatory / Interface / Environmental) → System Requirements
